Speaking at the Turkish Grand National Assembly, Özge Aydiş Toy, General Director of Legal Services of the Ministry of Family and Social Services, spoke about the case of Narin Güran, who was murdered in Diyarbakır. Stating that 50 children from the Güran family were identified, Toy announced that some of them were taken under state protection.
The Parliamentary Research Commission, which was established to determine the measures to be taken to protect children from all kinds of violence, neglect and abuse and to develop their mental, spiritual and physical health, listened to the officials of the Ministry of Family and Social Services. The commission convened under the chairmanship of AK Party Aksaray Deputy Cengiz Aydoğdu.
Aydoğdu said that through the work of the commission, it will first determine how this problem looks from the perspective of the Turkish Grand National Assembly, and then the solutions that the Parliament can put forward will be presented to the Presidency of the Parliament as a report and legislative proposals.
“WE INTERVENED IN 20 THOUSAND CASES”
Özge Aydiş Toy, General Director of Legal Services of the Ministry, made a presentation on the types of cases involved in crimes committed against children, the number of cases, legal services provided, the role of the Ministry in the cases involved and sample judicial decisions.
Toy said, “We provide services with a staff of 418 expert lawyers in 81 provinces. As of today, the number of criminal cases we are involved in is 60 thousand 645. We have intervened in 20 thousand 283 cases in 2024 alone.” he said.
Stating that they, as the Ministry, are making efforts to ensure that the child is not negatively affected during the trial process, Toy said, “We insistently demand that the child, who was negatively affected by the crime committed, be heard once during the trial phase, accompanied by an expert, in special environments called forensic interview rooms.. “This can be violated when the child becomes a witness in the case,” he said.
“IT IS CLEAR THAT THE MOTHER WAS NEGLECT IN THE SILA BABY CASE”
Özge Aydiş Toy stated the following regarding the cases about Narin Güran and baby Sıla, which they follow as the Ministry and which come to the agenda very frequently:
“In the case of Narin, from the moment we received the news of the disappearance, we started working on all the children in the village and followed the trial. In the case of baby Sıla, as the Ministry, we requested that the mother be punished for the crime of ‘intentional murder in participation’, as we are of the opinion that the mother committed this crime directly, not through negligence. It is very noticeable that the mother was aware of the process and that it was not a simple negligence. The step-grandmother of the children dragged into crime is not present in any capacity in this case. He is listed as the person taking care of these children, but he says he has no knowledge of the process. As the Ministry, we also filed a criminal complaint against this person. We also filed a criminal complaint against the children’s fathers. “It seems like the mother knows that there is a situation beyond negligence, but she continues to leave the child there.”
“WE DETECTED MORE THAN 50 CHILDREN FROM THE GÜRAN FAMILY”
Ministry officials answered the questions of the MPs after their presentations. General Manager of Legal Services Toy, upon the question of İyi Party Manisa Deputy Şenol Sunat about what kind of support was provided to 50 children in the village where Narin Güran lived, said that the hearings of the case regarding the murder of Narin Güran were watched by a large number of people.
Stating that they identified 158 children in Tavşantepe Village, Toy said, “We identified more than 50 children from the Güran family. We received precautionary orders from the court for some of them..” he said.
Toy also explained that the Ministry staff implemented measures for the children in the village. Toy responded to another question by saying, “Especially in cases where the father kills the mother, we make an effort to prevent children from being handed over to family members. Because they should not enter that environment of mourning and fighting.” He replied:
